Friends,
The subject of this address is the situation in Donbass and the course of the special military operation to liberate it from the neo-Nazi regime, which seized power in Ukraine in 2014 as the result of an armed state coup.
Today I am addressing you – all citizens of our country, people of different generations, ages and ethnicities, the people of our great Motherland, all who are united by the great historical Russia, soldiers, officers and volunteers who are fighting on the frontline and doing their combat duty, our brothers and sisters in the Donetsk and Lugansk people's republics, Kherson and Zaporozhye regions and other areas that have been liberated from the neo-Nazi regime.
The issue concerns the necessary, imperative measures to protect the sovereignty, security and territorial integrity of Russia and support the desire and will of our compatriots to choose their future independently, and the aggressive policy of some Western elites, who are doing their utmost to preserve their domination and with this aim in view are trying to block and suppress any sovereign and independent development centres in order to continue to aggressively force their will and pseudo-values on other countries and nations.
The goal of that part of the West is to weaken, divide and ultimately destroy our country. They are saying openly now that in 1991 they managed to split up the Soviet Union and now is the time to do the same to Russia, which must be divided into numerous regions that would be at deadly feud with each other.
They devised these plans long ago. They encouraged groups of international terrorists in the Caucasus and moved NATO's offensive infrastructure close to our borders. They used indiscriminate Russophobia as a weapon, including by nurturing the hatred of Russia for decades, primarily in Ukraine, which was designed to become an anti-Russia bridgehead. They turned the Ukrainian people into cannon fodder and pushed them into a war with Russia, which they unleashed back in 2014. They used the army against civilians and organised a genocide, blockade and terror against those who refused to recognise the government that was created in Ukraine as the result of a state coup.
After the Kiev regime publicly refused to settle the issue of Donbass peacefully and went as far as to announce its ambition to possess nuclear weapons, it became clear that a new offensive in Donbass – there were two of them before – was inevitable, and that it would be inevitably followed by an attack on Russia's Crimea, that is, on Russia.
In this connection, the decision to start a pre-emptive military operation was necessary and the only option. The main goal of this operation, which is to liberate the whole of Donbass, remains unaltered.
The Lugansk People's Republic has been liberated from the neo-Nazis almost completely. Fighting in the Donetsk People's Republic continues. Over the previous eight years, the Kiev occupation regime created a deeply echeloned line of permanent defences. A head-on attack against them would have led to heavy losses, which is why our units, as well as the forces of the Donbass republics, are acting competently and systematically, using military equipment and saving lives, moving step by step to liberate Donbass, purge cities and towns of the neo-Nazis, and help the people whom the Kiev regime turned into hostages and human shields.
As you know, professional military personnel serving under contract are taking part in the special military operation. Fighting side by side with them are volunteer units – people of different ethnicities, professions and ages who are real patriots. They answered the call of their hearts to rise up in defence of Russia and Donbass.
In this connection, I have already issued instructions for the Government and the Defence Ministry to determine the legal status of volunteers and personnel of the military units of the Donetsk and Lugansk people's republics. It must be the same as the status of military professionals of the Russian army, including material, medical and social benefits. Special attention must be given to organising the supply of military and other equipment for volunteer units and Donbass people's militia.
While acting to attain the main goals of defending Donbass in accordance with the plans and decisions of the Defence Ministry and the General Staff, our troops have liberated considerable areas in the Kherson and Zaporozhye regions and a number of other areas. This has created a protracted line of contact that is over 1,000 kilometres long.
This is what I would like to make public for the first time today. After the start of the special military operation, in particular after the Istanbul talks, Kiev representatives voiced quite a positive response to our proposals. These proposals concerned above all ensuring Russia's security and interests. But a peaceful settlement obviously did not suit the West, which is why, after certain compromises were coordinated, Kiev was actually ordered to wreck all these agreements.
More weapons were pumped into Ukraine. The Kiev regime brought into play new groups of foreign mercenaries and nationalists, military units trained according to NATO standards and receiving orders from Western advisers.
At the same time, the regime of reprisals throughout Ukraine against their own citizens, established immediately after the armed coup in 2014, was harshly intensified. The policy of intimidation, terror and violence is taking on increasingly mass-scale, horrific and barbaric forms.
I want to stress the following. We know that the majority of people living in the territories liberated from the neo-Nazis, and these are primarily the historical lands of Novorossiya, do not want to live under the yoke of the neo-Nazi regime. People in the Zaporozhye and Kherson regions, in Lugansk and Donetsk saw and are seeing now the atrocities perpetrated by the neo-Nazis in the [Ukrainian-] occupied areas of the Kharkov region. The descendants of Banderites and members of Nazi punitive expeditions are killing, torturing and imprisoning people; they are settling scores, beating up, and committing outrages on peaceful civilians.
There were over 7.5 million people living in the Donetsk and Lugansk people's republics and in the Zaporozhye and Kherson regions before the outbreak of hostilities. Many of them were forced to become refugees and leave their homes. Those who have stayed – they number about five million – are now exposed to artillery and missile attacks launched by the neo-Nazi militants, who fire at hospitals and schools and stage terrorist attacks against peaceful civilians.
We cannot, we have no moral right to let our kin and kith be torn to pieces by butchers; we cannot but respond to their sincere striving to decide their destiny on their own.
The parliaments of the Donbass people's republics and the military-civilian administrations of the Kherson and Zaporozhye regions have adopted decisions to hold referendums on the future of their territories and have appealed to Russia to support this.
I would like to emphasise that we will do everything necessary to create safe conditions for these referendums so that people can express their will. And we will support the choice of future made by the majority of people in the Donetsk and Lugansk people's republics and the Zaporozhye and Kherson regions.

Today our armed forces, as I have mentioned, are fighting on the line of contact that is over 1,000 kilometres long, fighting not only against neo-Nazi units but actually the entire military machine of the collective West.
In this situation, I consider it necessary to take the following decision, which is fully adequate to the threats we are facing. More precisely, I find it necessary to support the proposal of the Defence Ministry and the General Staff on partial mobilisation in the Russian Federation to defend our Motherland and its sovereignty and territorial integrity, and to ensure the safety of our people and people in the liberated territories.
As I have said, we are talking about partial mobilisation. In other words, only military reservists, primarily those who served in the armed forces and have specific military occupational specialties and corresponding experience, will be called up.
Before being sent to their units, those called up for active duty will undergo mandatory additional military training based on the experience of the special military operation.
I have already signed Executive Order on partial mobilisation.
In accordance with legislation, the houses of the Federal Assembly – the Federation Council and the State Duma – will be officially notified about this in writing today.
The mobilisation will begin today, September 21. I am instructing the heads of the regions to provide the necessary assistance to the work of military recruitment offices.
I would like to point out that the citizens of Russia called up in accordance with the mobilisation order will have the status, payments and all social benefits of military personnel serving under contract.
Additionally, the Executive Order on partial mobilisation also stipulates additional measures for the fulfilment of the state defence order. The heads of defence industry enterprises will be directly responsible for attaining the goals of increasing the production of weapons and military equipment and using additional production facilities for this purpose. At the same time, the Government must address without any delay all aspects of material, resource and financial support for our defence enterprises.

The West has gone too far in its aggressive anti-Russia policy, making endless threats to our country and people. Some irresponsible Western politicians are doing more than just speak about their plans to organise the delivery of long-range offensive weapons to Ukraine, which could be used to deliver strikes at Crimea and other Russian regions.
Such terrorist attacks, including with the use of Western weapons, are being delivered at border areas in the Belgorod and Kursk regions. NATO is conducting reconnaissance through Russia's southern regions in real time and with the use of modern systems, aircraft, vessels, satellites and strategic drones.
Washington, London and Brussels are openly encouraging Kiev to move the hostilities to our territory. They openly say that Russia must be defeated on the battlefield by any means, and subsequently deprived of political, economic, cultural and any other sovereignty and ransacked.
They have even resorted to the nuclear blackmail. I am referring not only to the Western-encouraged shelling of the Zaporozhye Nuclear Power Plant, which poses a threat of a nuclear disaster, but also to the statements made by some high-ranking representatives of the leading NATO countries on the possibility and admissibility of using weapons of mass destruction – nuclear weapons – against Russia.
I would like to remind those who make such statements regarding Russia that our country has different types of weapons as well, and some of them are more modern than the weapons NATO countries have. In the event of a threat to the territorial integrity of our country and to defend Russia and our people, we will certainly make use of all weapon systems available to us. This is not a bluff.
The citizens of Russia can rest assured that the territorial integrity of our Motherland, our independence and freedom will be defended – I repeat – by all the systems available to us. Those who are using nuclear blackmail against us should know that the wind rose can turn around.
It is our historical tradition and the destiny of our nation to stop those who are keen on global domination and threaten to split up and enslave our Motherland. Rest assured that we will do it this time as well.

As per federal laws No. 61-FZ On Defence, dated May 31, 1996, and No. 31-FZ On Mobilisation Preparations and Mobilisation in the Russian Federation, dated February 26, 1997, and Federal Law No. 53-FZ On the Military Duty and Military Service, dated March 28, 1998, the President declared a partial mobilisation in the Russian Federation as of September 21, 2022.
The Executive Order provides for calling up citizens of the Russian Federation for service in the Armed Forces of the Russian Federation as part of the mobilisation effort. Citizens of the Russian Federation called up for military service as part of mobilisation will enjoy the status of military personnel serving in the Armed Forces of the Russian Federation under contract.
The Executive Order sets forth money allowances for the citizens of the Russian Federation called up for military service as part of mobilisation, as well as the duration of the military service contracts signed by the military personnel, grounds for discharging military personnel serving under contract, as well as citizens called up for military service in the Armed Forces of the Russian Federation as part of mobilisation.
Corresponding instructions have been issued to the Government of the Russian Federation and top government officials in the constituent entities of the Russian Federation.
Under the Executive Order, citizens of the Russian Federation employed by defence companies will benefit from an exemption from the mobilisation draft for the period of their employment by these organisations. The Government of the Russian Federation shall define the categories of citizens of the Russian Federation who have the right to draft exemptions and the manner in which these exemptions shall be provided.
Decoding President Trump's response
When President Trump says, "The Ukrainian conflict should never have happened," what he is saying is that in a Trump presidency, Washington and the Pentagon would not have been pushing the Zelensky regime into an aggressive posture. Rather, they would have been encouraging the negotiations that were already under way between Ukraine and Russia when Washington and the UK, led by Boris Johnson, ordered Zelensky to wreck the talks and take a belligerent stand, supported by NATO.
When President Trump says, "this could now end up being World War III," he is hinting that it already is, since most of the equipment and the military training for Ukraine is done by NATO. And, this is exactly what Putin says. They are on the same page.
Furthermore, to the point of it being World War III, China is already aiding Russia, as is Iran. There is a West vs East alignment over Ukraine. It's quite close to being a World War, which would arise if fighting took place between these alliances in their native countries and not just inside of Ukraine.

Hey, guys, welcome back to the Aussie Cossack channel. Today is the 21st of September. Now, I want you to just take a moment to appreciate this date. This is a very historical day. This is the day that's going to be remembered for hundreds of years. This is the date where things kicked off. In a way things kicked off between Russia and Ukraine eight years ago. But the Russians were very patient. And then the beginning of this year, the Russians showed extreme patience. But the West didn't want to settle for a solution, which was between Russia and Ukraine. They wanted to push Russia to the edge.
Now this painting behind me is called Visionaire Mercia by Ilya Glazunov. Visionaire Mercia means Eternal Russia. The reason I put this painting up today in this video, I want everyone to appreciate that today's news of mobilisation of the Russian military means that Russia is mobilizing its whole history, its whole military might, its whole accumulated experience. The Russians have been at war for hundreds and hundreds of years. And you know, the Russian Orthodox religion is very closely based into wind with the Russia identity and patriotism. And for the most part, Russians have been, you know, humble enough to just accept that it's just a special military operation that's been going all these months. But Putin, Vladimir Putin, and I call him Putin because that's what most of my viewers know, as well, known him as well, even Putin. Putin has been showing extreme restraint. And people in Russia have been pushing the government, Russian patriots, Russian mums and dads, Russian students, veterans, everyday people, taxi drivers, office workers, chefs, construction workers, have been pushing Vladimir Putin to make this step to start mobilization.
Now, what does mobilization mean? The last time Russia mobilized was in 1941 when when the Great Patriotic War began on the 22nd of June with Germany. And the effects of that mobilization lasted till 1991, and Russian troops occupied Berlin up until the late 80s.
Russia had 2 million soldiers stationed in Europe. And Russia has not mobilized its army since then, since those days. The fact that Putin has declared a partial mobilization is interesting in itself. It's as if to say that there is maybe one last chance before total war. But we don't need full mobilization to deal with the current situation. What we need, as a world, as Australia, as Russia, as everybody who's watching this video, is for cooler heads to prevail.
Is the world really willing to sacrifice the gold as you know it over some corrupt Ukrainian politicians? Who won't give up their power? Is there anyone out there in Australia who really thinks that Scott Morrison's decision to basically step into a war against Russia to send $400 million worth of missiles and military help to fight Russia was a good idea? Is there anyone willing in Australia to give their coordinates for the next Russian missile strike? Because the Russians have said, the Russian military has said that they will liquidate the places where weapons are coming from.
As soon as weapons from the west enter into the war zone, they get annihilated at the port, at the airports, at the railway junctions. Now it's a very serious, serious mistake that Scott Morrison, the Australian Prime Minister made, and Albanese for that matter. The current Labour Prime Minister has followed him down that dark road which Australia has been through before. You know, we've been through the road of foreign conflicts and getting involved when we don't have a dog in the fight. We shouldn't have never have gotten involved in Korea, Vietnam, Afghanistan, Iraq. This is a very serious message. And I speak now as an Australian. Of course, it's an Australian with Russian heritage. But I would not want any harm to come to this great country, to Australia.
When Russia mobilizes, when Russia goes to war, it's a one-in-a-100-year event. Except the last time Russia mobilized it didn't have nuclear weapons. Now it has 9800 nuclear missiles. And there's such thing as a Russian military doctrine. And a Russian military doctrine, it doesn't depend on the emotions of the politics of the day. It was written by military specialists. It was adopted by the government, and it's kept in a safe. And there are certain things that have to be done, regardless of who the leader is, regardless of who the president is, regardless of what they think in Washington, or Berlin, or Brussels, or in Canberra for that matter.
And there's a certain plan that takes place, and Russia may do so. Putin has said, if things kick off, if it gets to that point, he said, I quote, [Russian sentence], which means the rest will perish. Russians will inherit heaven. You know, the Russian psyche, is to be polite, is to accept, is to be humble. And when you can punch us in the face once, you can slap us in the face twice, and we'll turn the other cheek. You know, we've got how many invaders cried Napoleon, Hitler?
The Russians are so polite, they allowed the foreign troops to go all the way to Moscow, just so they could see the spires of the Kremlin. And then after they were escorted all the way back to Berlin or Paris, respectively. Now, when you wake the Russian bear up, when you cross that line with a Russian say, enough's enough, to the point where an ordinary Russian citizen, a farmer, a factory worker, watches the President's appeal on TV, and gets off the couch and goes and joins.
That's what's happening. There are millions of Russians now signing up to volunteer units. Mobilization of 300,000 is just the tip of the iceberg. The whole country now will be mobilized. The economy is mobilized. The society is. Every single ministry is mobilized; Ministry of Transport, police, education, culture. Everything now is to the front.
And there was a famous phrase said by a Russian Czar [Russian phrase]. And what this basically means the whole budget will go on the war. Well, that's where the Russians are at now. It's total war. See, the rest of the world didn't believe Russia, when Russia said they're merely fighting a special operation. I mean, there's a good reason why, in Russia, it's a criminal offence to refer to the special operation as a war. It was designed to discourage the war mongering and fear mongering. And it was actually illegal for a journalist to refer to the special military operation as a war.
Well, up until now, Russia has not declared war on Ukraine. And Ukraine, for that matter, hasn't declared war back on Russia. But the West has been pushing Ukraine, the West is arming Ukraine with every missile possible.
And you know what? There's nothing Ukrainian about the Ukrainian army, except for the flesh, except for the meat, except for the blood. And it's a tragedy that Ukrainians are being used by Washington, by Brussels, by Berlin, by London, to fight a war against Russia.
And it's not unusual, every 30 years or so this happens, where a coalition of Western governments join forces and attack Russia. And that's why I brought this painting up again. By looking at this, you understand that the Russian people are prepared for this. You know, the Russian people grew up on this. It's in the blood, it's in the religion; every family had somebody in the family who fought in the Great Patriotic War or World War II or died. In fact, in my wife's family, both sides, both great grandfather's fought in the war on both sides. Every family was affected every year, Russians commemorate they have nonmilitary parades in every single city. Meanwhile, in the West, what kind of parades are they having? I leave that question open. The degradation and moral degradation of the West makes Russia a target, because those sick forces that are behind the degradation and moral degradation of Western society look at Russia as a thorn in their side.
Russia is a place where traditional values flourish, were strong, patriotic values flourish. And it's no surprise that many honest people in the West, in America, in Australia, in Britain, in Europe, actually looked at Russia as a sort of a savior, as the last bastion of hope is one of the last countries that has not been taken over by the globalists by an agenda.
This is why Russia is a thorn in the side. It's up to the whole world, of the rest of the free world, to support Russia, and its current campaign. If there is no more Russia, there is no more resistance. There is no more resistance. You might as well hold that around and get the jab for the rest of your life, or microchip for the rest of your life. They'll take out cash, they'll do whatever they've got, they've planned to do.
Russia is a thorn in their side. I know many of you watching this from good American states like Texas and Florida, and the freedom-loving states. And many of the Trump supporters watching this will agree with what I'm saying.
Now, Vladimir Putin is actually a very good leader, a very conservative leader, a very patient leader. You know, the West should be praying and kissing Vladimir Putin's feet. Because if it was somebody else in power, if it was Vladimir Zhirinovsky, one of my personal favorites, unfortunately, passed away. But if he was in power, there wouldn't be any rewarding. You know, it'd be 72 hours and after that there'll be silence.
When he's saying that, we want to avoid a war all costs, and Russia has been trying to avoid conflict and war all costs. Falsely in the Western US, they reported the Russian military is advancing slowly, or they're experiencing setbacks. The Russian military in Ukraine doesn't advance like the Americans do in Iraq or Afghanistan, by carpet bombing towns and cities and flattening them and coming in with Humvees to mop up and take photos. The Russians have been advancing slowly preserving local civilian life, preserving infrastructure, fighting from house to house, building to building, basement to basement, losing Russian troops, Russian soldiers dying, putting their lives on the line as heroes, so local Ukrainian civilians may live, so infrastructure can be preserved.
And in those areas where the Russians have liberated the local population, from the pro-American Kiev regime, there's huge reconstruction is humanitarian aid, there's peace. There's real democracy, for the first time, veterans of the Second World War allowed to walk outside, you know, wearing their medals, without fear of being attacked, wearing the St. George's ribbon, proudly without fear of being mobbed by deranged Ukrainian Nazi gangs.

I've been scrolling in my memory for the last 8.5 years. Meeting Lesha Mozgov in front of the Luhansk administration. He was still in a suit and without a beard, but he was already in a clear mood for a long fight. The first rallies on the central square in Donetsk, after which people marched to the City Hall, took down the Ukrainian flag and hung up the Russian one. When everyone dispersed, the police changed it back to yellow and blue.
Strelkov's detachment entered Slavyansk, the first civilian casualties in Bylbasovka. The first shelling, the first casualties, the first combat sorties of Motorola to the enemy rear. When there is neither peace nor war, but the mournful statistics of the dead are replenished every week. Or even every day. Children going to first grade, but not knowing peace.
How many of these "firsts" there were, which gradually became routine. Fear washed away by its routine, anger was squeezed out by hopelessness, death lost its sacredness, becoming a familiar companion of the "gray zone" of human life. In its most terrible and ugly (death) manifestations. With anatomical details that take the unprepared person's breath away and darken the eyes. And here people got used to it... looked at Death aloof and went further - for water, which was not available for the third month.
Hope remained. That all this was not in vain. And today's events do not evoke the jubilation that would have happened 8 years ago. That is how marathon runners rejoice when they cross the finish line and fall into the arms of their friends without energy. But here, you can't fall down. You have to keep running, gritting your teeth and clenching your will into a rough fist. Relieved exhale - we have suffered - and we move on.
Yes, it was not for nothing. And it was not only for them - it was for all of us. Because Russia had no moral right to abandon these people. People like us - with the same history, the same cultural code, the same language, the same blood. For eight long years they waited, and the beginning of the SSO did not bring deliverance. But it gave them confidence. And the upcoming referendum will cement the certainty that has been missing for these eight years. Donbass and the liberated territories of Zaporizhia and Kherson Oblast forever become part of a huge country that takes them under its protection. And it will never abandon them, no matter what it takes.
